City Government & Services: Utility Services The West Point Utility System provides electric, water and sewer services to city residents, and electric services to some rural area residents. ELECTRIC BILLS are mailed by the 5th of the month. WATER/SEWER BILLS are figured by the customer and submitted by the 25th of the month. PAYING BILLS. Customers should address payment of utility bills (to include electric bills), to the “West Point Utility.” Payment(s) can either be placed (twenty-four hours a day) in the drop box located at the City Hall door, or deliver in person, to the Utility Clerk inside City Hall. The Clerk is able to stamp-endorse all payments delivered in person.
